In the Lower Mainland, Strata Reserve Planning works with Innovative Power for Electrical Planning Report (EPR) and EV Ready Report requirements.  Their team of 5 electricians and electrical engineers are well experienced in EPR electrical capacity analysis.

Electrical Planning Reports present electrical capacity, peak load, and ideas to reduce the electrical load through energy savings and indicate the electrical load if all units had heat pumps and electrical vehicle chargers.  This report is about loads and is not supposed to include the upgrades' cost, as technology may change when more electrical power is required. These differ from the EV Ready Reports, which dealt with charging stations.

The 3 Types of Electrical Planning Reports

  • Letter: If all the strata lots get their power from the BC Hydro / local power company (ie, City of Penticton) lines without being set into branch lines, a simple letter from a journeyman electrician is all that is required.  This would be smaller bare land strata developments.
  • Basic Report: Buildings built under Part 9 (Basic Construction) of the Building Code.  These are buildings up to 3 stories high and less than 650 square metres in area, or less than 650 metres between each firewall, with a maximum of 30 units.  This would be bare land strata developments with amenities or built over several phases, industrial strata developments, most townhome buildings, smaller apartments, and strata strip malls.
  • Complex Report: Buildings built under Part 3 (Complex Construction) of the Building Code.  All other buildings have several electrical rooms.

In early 2025, BC Hydro will publish a guide on how to complete these reports, as it has been reported some reports are non-compliant with the Act. We recommend that Strata's hold off on reports until the BC Hydro document is published or they have a proven supplier.

Important Facts:  The Electrical Planning Report (EPR) must be done to BC Hydro Standards and then registered with BC Hydro, or it will be rejected. 

If there is no Electrical Planning Report by the deadline, there are reports that the Strata Corporation may be subject to a fine.

There are also reports of a growing number of EPRs being rejected by BC Hydro. Some Strata’s have hired low-cost providers who think taking the BC Hydro data with a minor site inspection will do the job. If this were possible, BC Hydro would do this themselves. These developments may later find themselves paying more money to get a compliant EPR to avoid the fine if they can find a provider in time.

Typically, Strata Corporations should do the EPR first and the EV Ready Plan second, as a growing number of municipalities will not give electrical contractors the permits to complete the work outlined in the EV Ready Report without the EPR being completed first.

Alternatively, the Strata Corporation can save money by having both done simultaneously at substantial savings as some of the work in each report is duplicated.
